Is crypto legal in Pakistan?
Is crypto legal in Pakistan? It is in transition. For years the State Bank told banks to stay away from crypto, and it is still not legal tender. In 2025 the government changed direction: it formed the Pakistan Crypto Council and created the Pakistan Virtual Assets Regulatory Authority (PVARA) to license exchanges. Here is where things stand in October 2026 and what it means for ordinary users.
Information, not legal advice. Pakistan's crypto rules are changing quickly; follow official announcements.
Before 2025
In 2018 the State Bank of Pakistan told banks and payment providers not to deal in virtual currencies or serve crypto businesses. Crypto was never declared a crime for individuals, but there was no legal local exchange, so Pakistanis used foreign platforms and P2P markets with JazzCash, Easypaisa and bank transfers.
What changed in 2025
- The government set up the Pakistan Crypto Council to plan regulation.
- The Virtual Assets Ordinance 2025 created PVARA to license and supervise exchanges, wallets and other providers.
- Officials announced plans for crypto mining using surplus electricity and for a strategic bitcoin reserve.
As of October 2026, licensing is being rolled out step by step. Until it is complete, many services operate in a grey zone.
What it means for users
- Holding crypto is not a crime, and the direction of policy is towards regulation, not a ban.
- Banks may still be cautious with crypto-related transfers; keep records.
- Prefer platforms that apply for or receive a PVARA licence when it becomes available.
- Daily-profit "crypto investment" apps are not licensed and remain the biggest risk.
